Nantong Huili Rubber Co., Ltd. is one of the first batch of enterprises approved in the comprehensive utilization of waste tires industry (Document No. 36 of the Ministry of Industry and Information Technology of the People's Republic of China in 2014). The main customers include domestic and foreign tire manufacturers such as Bridgestone, Goodyear, Hankook, Zhongce, and Cheng Shin. Currently, it is the largest producer of reclaimed rubber in China.

In 2003, the R&D team of Nantong Huili successfully developed the "High-temperature Continuous Regeneration Process and Equipment for Butyl Rubber". This technology has reached the international advanced level and effectively solved the problem of secondary pollution in the rubber regeneration process. In 2005, the enterprise's waste butyl rubber regeneration technology development project was included in the National Major industrial technology development special Project by the National Development and Reform Commission. The "High-temperature Continuous Regeneration Technology of butyl Rubber" was identified by the National Development and Reform Commission, the Ministry of Science and Technology, and the State Environmental Protection Administration as a resource conservation and environmental protection technology encouraged by the state, and was granted a national invention patent. From 2010 to 2015, the company successfully developed a high-temperature and atmospheric pressure recycling process for waste rubber and applied it to the production of recycled rubber, solving a series of technical problems in the atmospheric pressure recycling process of tire recycled rubber. This technology was granted a national invention patent. Nantong Huili is a vice president unit of the China Rubber Industry Association, the chair unit of the China Waste Rubber Comprehensive Utilization Branch, and a demonstration unit of circular economy in Jiangsu Province.

The new factory area is located in the Haimen Port New District of Haimen City, Jiangsu Province, covering an area of 200 mu and with a construction area of 90,000 square meters. It is a resource recycling project with an annual processing capacity of 200,000 tons of waste tires, including 50,000 tons of butyl recycled rubber per year. 120,000 tons of recycled rubber for tires per year; 30,000 tons of vulcanized rubber powder per year.
